Public administration structure in Poland
The public administration structure in Poland is governed by: the Constitution of the Republic of Poland of April 2, 1997, and appropriate legislative acts. In light of the above specified legal acts public administration is being carried out:
- for government administration:
- The Cabinet (government) presided over by the Chief of the Cabinet (Prime Minister),
- central bodies of the administrative government,
- in the voivodship government administration the tasks are carried out primarily by:
- the voivods who are the representatives of the government in the field,
- filed administrative government bodies: integrated-that is; acting under the supervision of the voivod-and not integrated, that is subordinated under appropriate minister or a central office manager,
- within the local administration:
- in the gmina - the Gmina Council as well as the voit, city mayor or major city mayor,
- the powiat - the Powiat Council and the powiat Board led by the starost (chief powiat official),
- the voivodship - the voivodship local assembly and the voivodship headed by a voivodship marshal.
Local administration is independent in the bestowed upon authorities as compared with other public authorities. The independence of the local administration is subject to court protection guaranteed by the Constitution. Individual levels of the local administration also function independently (gmina, powiat and voivodship).
